How VA Math Works

VA doesn’t add disability ratings together. It combines them with the “whole person” method in 38 CFR 4.25, adds a bilateral factor for paired arms or legs under 38 CFR 4.26, and rounds to the nearest 10% only at the end. Here is the exact method our calculator uses.

Sources: 38 CFR 4.25 Combined ratings table and 38 CFR 4.26 Bilateral factor (eCFR), retrieved October 19, 2026.

Step 1: Sort ratings from most to least severe

Per 38 CFR 4.25(a), “the disabilities will first be arranged in the exact order of their severity, beginning with the greatest disability.”

Step 2: Combine one rating at a time

Think of efficiency. In the regulation’s own words, a person with a 60% disability is 40% efficient. A further 30% disability leaves 70% of that 40%, or 28% efficiency, so the person is 72% disabled. As a formula, each step is:

combined = current + next × (100 − current) ÷ 100, rounded to the nearest whole number

This reproduces every value in VA’s Combined Ratings Table (Table I). We checked all 684 cells automatically.

Step 3: Round to the nearest 10, once

The final combined value is “converted to the nearest number divisible by 10, and combined values ending in 5 will be adjusted upward” (4.25(a)). This happens “only once per rating decision” and is “the last procedure” (4.25(b)). So 65 becomes 70%, and 64 becomes 60%.

The bilateral factor (38 CFR 4.26)

If you have partial disability in both arms, both legs, or paired skeletal muscles, VA combines the left and right ratings as usual and then adds (doesn’t combine) 10% of that value. The result counts as one disability when sorting and combining with the rest.

How the bilateral value is rounded: the regulation’s example turns 10% + 10% (19) into 21. That means 19 + 1.9 = 20.9, rounded to the nearest whole number. Our calculator follows that example.

Worked examples (these are our unit tests)

Two ratings: 50% and 30%

Example from 38 CFR 4.25(a).

  1. Order by severity: 50, 30.
  2. 50 combined with 30: 50 + 30 × 50% = 65 → 65
  3. Combined value 65 rounds to the nearest 10: 70%.

Two ratings: 40% and 20%

Example from 38 CFR 4.25(a).

  1. Order by severity: 40, 20.
  2. 40 combined with 20: 40 + 20 × 60% = 52 → 52
  3. Combined value 52 rounds to the nearest 10: 50%.

Three ratings: 60%, 40% and 20%

Example from 38 CFR 4.25(a).

  1. Order by severity: 60, 40, 20.
  2. 60 combined with 40: 60 + 40 × 40% = 76 → 76
  3. 76 combined with 20: 76 + 20 × 24% = 80.8 → 81
  4. Combined value 81 rounds to the nearest 10: 80%.

Bilateral: 60%, 20%, and 10% on each leg

Example from 38 CFR 4.26.

  1. Bilateral group (10% left leg, 10% right leg) combines to 19. Add 10% of that (1.9): 19 + 1.9 = 21 after rounding to a whole number. Treat 21 as one disability.
  2. Order by severity: 60, 21, 20.
  3. 60 combined with 21: 60 + 21 × 40% = 68.4 → 68
  4. 68 combined with 20: 68 + 20 × 32% = 74.4 → 74
  5. Combined value 74 rounds to the nearest 10: 70%.

Four ratings of 20%

Shows why VA rounds only once, at the end.

  1. Order by severity: 20, 20, 20, 20.
  2. 20 combined with 20: 20 + 20 × 80% = 36 → 36
  3. 36 combined with 20: 36 + 20 × 64% = 48.8 → 49
  4. 49 combined with 20: 49 + 20 × 51% = 59.2 → 59
  5. Combined value 59 rounds to the nearest 10: 60%.

From rating to pay

Once you have a rounded rating, VA’s rate table gives the monthly amount for your dependent status. At 10% and 20%, VA pays no extra for dependents. See the 2026 pay chart.

How we count children: VA’s “with 1 child” rate already includes one child. Each additional child under 18 adds the “additional child” amount, and each child 18–23 in a qualifying school program adds the school-child amount. This matches VA.gov’s own worked examples. If you have only school-age children (none under 18), we use the no-child basic rate and add the school-child amount for each one, because the school-child rate is paid instead of the regular child rate. Check your VA award letter to confirm how VA counted your dependents.

Frequently asked questions

Why is 50% + 30% equal to 70% and not 80%?

VA treats you as 100% “efficient” to start. A 50% rating leaves 50% efficiency. A 30% rating then takes 30% of that remaining 50%, which is 15 points. 50 + 15 = 65, and 65 rounds up to 70%.

Does VA round at each step?

Each step uses a whole number from the Combined Ratings Table, but rounding to the nearest 10 happens only once, at the very end (38 CFR 4.25(b)).

Does the bilateral factor apply to one arm and one leg?

No. Under 38 CFR 4.26 it applies to both arms, both legs, or paired skeletal muscles, and each side must have a compensable (10% or higher) rating.
